Accommodation on properties to come under new Health and Safety Legislation

Under the draft New Zealand Health and Safety Legislation accommodation provided by employers will be covered under the Bill. This means for example farmers who provide housing for their employees will have to ensure that they do a full hazard assessment of their housing and then put in place controls to control those hazards. Under the current legislation housing on properties are exempt from coverage. Does this make sense?
